I utilized Kialo earlier this year to bootstrap an election in a decentralized community. While usage was limited it forced the group to logically approach several contentious decisions. The Kialo founder is a friend of the founders of Tezos, my primarily domain of operation. My primary focus is establishing a foundation for Western society through the reintroduction of sound digital currency and transparent systems. If nothing else our efforts should be viewed as a great experiment that you should keep an eye on. Give Kialo a try and let me know what you think, interested to hear if others find it useful.
