Conscription is a remnant of slavery and it's still going on in Western Europe.

Switzerland is interesting. They have a small regular army which has conscription and the majority of their armed forces are militia. They are very good about staying neutral in wars, even in WWII, although they currently take part in "peace-keeping" operations and such. There have been several attempts to completely abolish the regular military in the past few decades, but of course, after 9/11 people totally changed their minds about that.
