China's Pollution problem

I spent a lot of time on reddit (mostly a bunch of atheist-democrats) and have seen a couple posts regarding China's pollution problem. Of course there is almost unanimous agreement that 'this is why we need regulatory agenices'. Just wanted to an opinion from anyone who might have a little more knowledge on the topic of why this would be occuring and why government intervention is not the answer.

I thought China already had a more controlling and authoritarian regime than most other countries, isn't that so?

It's pretty simple. Everything in China is the way it is because the government created it. They have an all powerful communist government that runs everything, how exactly is more government going to solve their problem?
