How can something this inefficient last for so long.

The problem you see is that they just don't have enough money or power. If we give just a little bit more of each, all of our wildest dreams will come true. /sarcasm

I think we need to come up with a different word for coercive regulations. I think the reason they use the word regulation is to sound beneficial.

From Wikipedia: Red tape is an idiom that refers to excessive regulation or rigid conformity to formal rules that is considered redundant or bureaucratic and hinders or prevents action or decision-making. It is usually applied to governments, corporations, and other large organizations.

Cost of Federal Regulation Reached $1.88 Trillion in 2014

“Federal regulation and intervention cost American consumers and businesses an estimated $1.88 trillion in 2014 in lost economic productivity and higher prices,” amounting to roughly $15,000 per household, the report said.

. . .

Regulations hit small businesses the hardest, averaging $11,724 per employee for firms that employ fewer than 50 people in 2012. The overall cost per employee for all companies comes to $9,991.

With that kind of drag, it's hardly surprising that the economy is going nowhere fast.
