Another fine altruistic action from the state, proving yet again, if there was no state who would feed the homeless?

In my country (Poland) it is quasi illegal for bakers to give away their bread for free because of tax complications.

I would have thought that the general population would help to give those in need a helping hand, that or some people may choose to organise a local charity for the purpose.
