This is the first, larger part of an essay on Thucydides (the ancient Greek historian), based on the studies of the Jewish emigre philosopher scholar, Leo Strauss. It explores the notions of justice, international justice, and justice in its relation to compulsion. Readers would do well to compare with more recent 'empires', such as the British, American, Nazi and Zionist ones.
