Reginald joins the Foreign Office and pursues the policy of appeasing Hitler; Tom becomes a fighter pilot and vows to destroy tyranny. The action takes place in England, France, Germany and Czechoslovakia, and includes the key political figures of the time – Churchill, Chamberlain, Daladier, von Ribbentrop and many others.
